I have same amount of cm per row as you, so it is not about tension. This is toddler hat. This is only ...I have to be doing something wrong. This is only the 2nd hat I've ever made crocheting, but I've failed at both. The first one (following a completely different pattern) was large enough to fit 2 heads inside almost. And this one came out way shorter than the picture. I was careful to make sure I counted and did the correct number of rows and it doesn't even come down to my ears. So it just depends on your tension. My colors are dark blue for the body with a beautiful red for the finish perfect for U of A. A great hat for nieces, but in no way fits an adult women's head.
